The VAACC Legislative guide for 2008 is intended to help car hobbyists monitor legislation. Legislation for the 2008 General Assembly session will be posted in January 2008. The procedures for finding whom your representatives are and how to contact them are included in this guide.
Many, if not most, car hobbyists do not like being involved in the political process. The ever-increasing legislation that affects the car hobby has forced us to become more politically involved to insure the preservation of our hobby.
The major concerns to car hobbyists are:
- HB 52 will end DMV from requiring the notarization of antique vehicle registration forms. Currently people who apply for antique vehicle registration have to get the form from DMV and then take it to a notary where he or she signs the form in the presence of the notary who notarizes the form. Then the person who wishes to register the antique has to return the form to DMV. If this bill becomes law then a person would only have to make one trip to DMV and not have the form notarized. Some states have gone "notary crazy" and require almost any DMV transaction to be notarized. This wastes time and gasoline.
A link to the bill is here: http://leg1.state.va.us/cgi-bin/legp504.exe?ses=081&typ=bil&val=hb52.
This bill has passed, been signed by the governor and will become law on July 1, 2008
- We will monitor bills that became law last year - antique registration and replica bills.
Other than HB 52 above there were no changes in the antique vehicle registration or replica registration laws.
- We will monitor all legislation so we can alert car hobbyists of any bill that will impact our hobby.
- And as always we will oppose any measure that would adversely effect the car hobby
